Following recent decisions by the Council of Ministers, businesses must adapt to changes in the National Minimum Wage, Social Insurance contributions, and Personal Income Tax structures. How should payroll be prepared for the 2026 Cyprus tax reform? Here is your comprehensive guide to the key changes as of January 1, 2026.

1️⃣ National Minimum Wage (Effective 1 January 2026)

The government has revised the National Minimum Wage to support the workforce, impacting payroll budgets across the island.

  • Upon Recruitment: The minimum gross salary for full-time employment increases from €900 to €979.
  • After 6 Months: Following six months of continuous employment with the same employer, the minimum gross salary rises from €1,000 to €1,088.

Excluded Employees: Hotel industry, domestic workers, agriculture/livestock, shipping.

Note: Full-time working hours remain as previously set by legislation, agreements, or company practice.

2️⃣ Social Insurance: 2026 Caps and Contributions

The Department of Social Insurance Services has adjusted the maximum insurable earnings. This affects the calculation of contributions for the Social Insurance, Redundancy, and Training & Development Funds.

New Maximum Insurable Earnings:

  • Monthly Employees: €5,742 per month (Annual ceiling: €68,904).
  • Weekly Employees: €1,325 per week (effective from 05/01/2026).

💡 Tip: Social Cohesion Fund contributions are calculated on actual earnings and are not capped.
